Ordinary girl living with an Elite family in the slums, who Kitt is sent to execute. Instead of killing the child, he sneaks her into the Scorches to escape the city with her banished family. He does not know if they made it across the Scorches to find sanctuary in one of the other cities. 

Contestant in the trials who does not like Paedyn as soon as they meet. He nearly kills Paedyn in the first trial and creates an illusion that causes Kai to almost kill Jax. During the second trial, he and Paedyn are teamed up and he nearly kills her again. At the end of the trial, Kai kills him.

Father of Paedyn who taught her to pretend to be Psychic and was an original leader of the Resistance. A well-known Healer, both in the slums and the palace. Was killed by Kai on orders of the king.

Friend of Paedyn, they live together in the slums and combine resources. During the trials, she is brought to the palace to create Paedyn's ballgowns. In the third trial, she is placed in the center of the maze to be killed. She is killed by Blair. 

Fell in love with Makoto "Mack" Kitan, who was Hera's cousin.

Cousin of Kitt and Kai. Contestant in the trial. In the first trial, she works with Jax at the end and ends up with three bands, winning the first trial. In the second trial, she is bitten by a venomous snake and has to be carried to the top of the mountain by Kai. In the third trial, she transforms into a jaguar and forgets herself, nearly killing Kai before he escapes. 

Contestant in the trials who is a general's daughter and wants to be with one of the princes, it doesn't appear to matter which one. During the first trial, she does not lose or gain an armband. During the second trial, she is teamed with Kai, Andy, and Braxton, but she accidently kills Braxton at the end of the trial when she tries to kill Paedyn but her projectile is knocked off course. She almost kills Paedyn during the third trial, having marked her since the beginning for her attention from the princes, but Paedyn knocks her out and gets to the center of the maze. Blair follows quickly and kills Adena, winning the third trial. 

Contestant in the trials. In the first trial, he burns Kai's arm but his armabnd is taken by Kai. He is killed in the second trial by Blair when Blair tries to kill Paedyn by impaling her with a tree branch, but the branch is knocked off course by Kai and hits Braxton instead.

Top leader in the Resistance, who knew Paedyn's father. Father of Mira. He convinces Paedyn to join the Resistance. When the Resistance enters the palace during the third trial, he introduces them to the general populace of Ilya and explains that if the king does not allow the Ordinaries and the Fatals back into Ilya, they will kill the princes - which Paedyn was not privy to. The Resistance is fought and it is not clear what happens to Calum.

Maid enlisted to help Paedyn during the trials.

Became a friend to Adena and knew she was sneaking out to meet someone outside of the palace.

Leader in the Resistance. He is pickpocketed by Paedyn while buying leather in the slums, which is how Paedyn finds out the location of the Resistance meetings. Paedyn sees him fighting in the palace during the first ball. It's not clear what happens to Finn after the Resistance enters the Bowl during the third trial. 

Contestant in the trials who is killed by Braxton at the end of the first trial.

Cousin of Makoto "Mack" Kitan. They began living with Mack's family when her own parents died. She and Mack ran away from his abusive father together.

Contestant in the trials who lives in the palace and has become like a brother to Kitt and Kai, ever since his own parents died. During the first trial, he teams up with Andy. At the end of the trial, he is almost killed by Kai when Ace creates an illusion that causes Kai to stab Jax. In the second trial, he is paired with Paedyn and Ace and saves Paedyn's life when Ace tries to kill her.

Prince of Ilya and future Enforcer for his brother. Younger son of the king, with his second wife. Has been trained to be the kingdom's executioner, his first kill was Paedyn's father. She saves his life in Loot when Micah the Silencer nearly kills him. Contestant in the trials who teams up with Paedyn, mostly because he is unable to stay away from her. He takes Braxton's armband in the first trial, heals Paedyn's stomach wound, and kills Sadie when she tries to kill Paedyn. He nearly kills Jax during the first trial, when Ace shows him an illusion, but he is able to save Jax's life. In the second trial, he is teamed up with Andy, Blair, and Braxton, and he carries Andy to the top of the mountain when she is bitten by a snake. He kills Ace after the second trial. In the third trial, he fights leopard Andy but does not want to hurt her. He makes it to the center of the maze and watches as Blair kills Adena and is unable to help Paedyn. He frees himself from the SIlencers when the Resistance takes his family hostage, which allows the Elites to fight back. He follows the Resistance and finds out that Paedyn has killed his father. He does not kill her and lets her go free, because he cannot kill her. But he warns her to run. He is commanded by his brother, the new king, to find Paedyn.

Father of Kitt and Kai.

King who announced that the Ordinaries had a disease that weakened the power of the Elites. He expelled all of the Ordinaries and Fatals from Ilya, allowing them to leave at first, then killing anyone who did not leave when they had the chance. He instituted the trials to celebrate the Purging, when the Ordinaries where purged from the kingdom. He tortured Kai, to harden him into becoming the Enforcer for Kitt. He had Adena killed as part of the third trial. He is killed by Paedyn after the third trial, only after carving an "O" over her heart for "Ordinary".

Prince of Ilya and heir to the king. Eldest son of the king, his mother died shortly after his birth. Has dual powers of water and fire. Becomes friends with Paedyn, escorting her to all three of the balls before the trials. Paedyn convinces Kitt to sneak to the slums to see his people, opening his eyes to what his people live through since he is not allowed out of the palace. When they sneak out, he shows Paedyn the secret tunnel and the key that opens it. During the third ball, she steals the key from him and passes it to Lenny, allowing the Resistance to enter the palace during the third trial. He becomes king when his father is killed and commands Kai to find Paedyn and bring her to him. 

Leader in the Resistance. It's not clear what happens to Leena after the Resistance enters the Bowl during the third trial. 

Imperial enlisted to guard Paedyn during the trials. He is one of the Elite members of the Resistance and leader of his own cell. Before the third trial, Paedyn steals the tunnel key from Kitt and gives it to Lenny. Lenny then sneaks the Resistance into the Bowl during the third trial, which is when the Resistance makes their presence known to the general public. 

Cousin of Hera, who was a contestant in the Trials and died. Hera lived with his family after her parents died and the two of them ran away from Mack's abusive father together. He befriended Adena to help him sneak into the palace and rescue Hera, which never happened. But he did fall in love with Adena before she was killed.

Silencer who nearly kills Kai in the slums but is stopped by Paedyn. A member of the Resistance who is arrested, tortured, and eventually killed by Kai as he tries to get information about the Resistance.

Leader in the Resistance. Daughter of Calum. It's not clear what happens to Mira after the Resistance enters the Bowl during the third trial. 

Ordinary who pretends to be a Psychic, living in the slums after her parents died. She watched her father die by order of the king. After saving Kai's life from the Silencer, she is entered into the trials as a contestant. She becomes friends (and more) with the princes. Sneaks Kitt into the slums to see how his people live and tries to convince him that the Ordinaries are not diseased. During the first trial, she is nearly killed by Ace and is healed by Kai, teams up with Kai and uses plants to help his burn not become infected. She ends up with Sadie's armband - Kai gives it to her after he kills Sadie to save Paedyn's life. In the second trial, she is teamed with Jax and Ace and Jax saves her life after Ace tries to kill her. At the end of the trial, she lets Kai kill Ace and takes the flag instead, winning the trial. In the third trial, she enters the center of the maze at the same time as Kai and watches as Blair kills her friend Adena, who was killed specifically because she was close to Paedyn. She steals a key from Kitt that allows the Resistance to enter the Bowl during the third trial. She does not fight with the Resistance though, running to escape instead and coming face to face with the king. She kills the king, who tells her that it was Kai that killed her father. Kai almost kills her but lets her go, unable to hurt her, but warns her to run.

Contestant in the trials who nearly kills Paedyn during the first trial, but is killed by Kai instead.
